If you look at the SoundBuddy code, you'll see that the sounds are all
loaded at the beiginning (regardless of whether they are used or not), and
the sound handles for each of the different sounds is a global. I've
written a couple of games to test out the sound routines and they all work
fine using this method.

Thew Inside Basic article explains all the commands and how the callbacks work.

I think I may have one other game that uses sounds more to the way you're
using them (building them after the fact), so if you want you can have a
look it the source for it. Let me know.
