I think you can.  However, I started using a separate file for  
resources, even before OS X and have been happier for it.  I write  
resources in X now, but not that particular resource.   I just do it  
in the resource fork of my pref file.   This way if something goes  
wonky, and that does seem to happen, all the user has to do is toss  
the prefs file and the App. is still good.  Whacking the app was not  

I lock the resources in my App, and that way the creation and mod  
date remain fixed.   At the same time, if the resources in prefs are  
gone or not there yet, the OS pulls the resource from the App.   When  
it is written it goes to the prefs file.   This gives an clean set of  
resources that can be modified elsewhere, but remain good in case  
they are needed again.
