Carrot-oatmeal Cookies With Orange Frosting

INGREDIENTS

2 c Sifted whole wheat flour
1 t Baking powder
1/4 t Baking soda
1/2 t Salt
1/4 t Nutmeg
1/4 t Cinnamon
1 c Rolled oats
1 c Raisins, optional
1/2 c Butter or oil
1 c Brown or raw sugar
2 Beaten eggs
1/3 c Milk
1 1/2 c Grated raw carrot

INSTRUCTIONS

Notes: By Cynthia J. Phipps, Lehighton. The Times News. PA.  Sift
flour, measure and sift with baking powder, baking soda, salt and
spices. Add rolled oats, raisins (optional). Cream fat and sugar. Mix
well. Drop by teaspoon onto a greased baking sheet. Bake 15 minutes  at
350°. Let cool.  Frost with icing made with powdered sugar that a
small amount of  orange juice has been added to right consistency to
