INSTRUCTIONS
Cut ribs into 1-1/2" pieces. Sprinkle with soy sauce and flour, mix
gently. Heat oil, then add garlic and ginger. Brown ribs; drain fat. Add
remaining ingredients and simmer for 45 minutes.
