I in the passed, had the dragon fly in. So the Lightraiders can not attack the physical.

Greetings, all.
The rule about LightRaiders not attacking with
physical attacks before a dragon does so, is that a
rule that is applied in-story, as in "We Lightraiders
will not attack that dragon until he attacks us,
O.K.?" Or, is it a game mechanics rule, so that the
game functions well?
