Fatal Exception OE5 & IE5

I have helped someone setup a new system - Pentium 600, 128
RAM, Win98SE, MS Works Suite99.
They've called me with a persistent error they are having - at
different times while using IE5 or OE5 they crash to a blue screen
with
fatal exception OE .... 0028:C0059471 (always the same number)
Sometimes it occurrs when trying to open the programme,
sometimes when sending an email, sometimes when minimising.
It is recoverable but sometimes a reboot is required to start OE5
and IE5 again. It only affects these two applications and never
actually crashes the whole computer.
I have tried registry checker and a reinstall of system files.
Because they are sort of part of the operating system I haven't tried
installing IE5 and OE5 from a separate installation than the
Win98SE CD.
The persistent and unpredictable nature of the crashes mean that
there are hours when they can't get on the internet and then it
works OK for a little while.
Any suggestions?
