If running Lion ( which you aren’t ), there is an issue requiring 32-bit launch to be checked from IB’s Get Info window ( done in the Finder ).

Have you checked the Console log for failure messages? Have you done an Xcode deinstall recently without using the deinstall app to do it? Reason I ask it because it sounds like a compromised installed ( i.e. hosed ) and not doing the deinstall correctly leave artifacts that cause issues. If you just copied over your old Xcode install from another machine using Migration Assistant, be aware that doesn’t work ( even though it LOOKS like works based on the icons being there in the Finder window for the /Developer directory. A new install from the DMG is required for a new machine. Hope some of that gives you a clue.
