[gear] setup question

I have a setup question for any guitar tech types out
there...

I have a fender V bass with a fretless warmoth neck on
it, and no matter how I adjust the truss rod, I can't
get rid of buzzing around the 14-18 fret area. Its
like there's a hill there. TIA to anyone with any ideas.
