Hesitation effect

Over the weekend I asked a question.

Recently while working on my fathers and another persons machine, I got a
hesitation on boot up. It would come up fine to the windows 98 screen and
everything is there. But when you click start it takes almost a full 30
sec. before the start button comes up? Any ideas? (I did consult the MS
KB, and it was not helpful.)
