First off, reloading Windows is NOT the end-all solution to Windows
problems! (contrary to what tech support folks often say!)

When W98 hangs on shutdown, it's usually caused by a driver not
releasing. Have you installed any new hardware lately, or updated any
drivers? If your computer is a couple years old, you may wish to go to the
websites for current device drivers. My experience has been that the video
drivers are often the culprit, but I've also run into modem drivers causing
the thing to hang.

Also, are you current on your Windows Updates? There's been a couple (at
least) that address the shutdown issue.
