I still think Fudge is the best way to go.  You can "fudge-i-fy" DR easily.  In fact the scale mechanic can be translated easily.  I've done it on the fly myself.  Scroll levels match, and so forth.  Though when dealing with scrolls one may need to change the latter titles.  As I don't believe there is a Terrible or Poor or Mediocre verse of Scripture.  It would sure clean up the very broken combat and advancement systems.  Fudge has an SRD that is more flexible than WTOC's or Hero systems.  Hero would be a total mistake.  Take a bloted numbers game and make an even  more bloted numbers game; when the goal is christian ed?  Makes no sense.

I am a HUGE fan of the Hero System (aka "Champions") which is
currently in its 6th edition and offers licensing for products, FREE! It is
not, however, an OPEN License; the difference being that Hero Games wants you
to actually contact them and run your idea past them before publishing anything
with their system, and requires you to make it available in their online store
when you publish.
