I don’t know what the heck is going on.
I just now tried copying it to a Catalina Mac and get the same error there.
And just discovered that my Time Machine drive will not let me restore any files (so I can’t try a backup)
One of those days.

Have you tried right-clicking on the beta to open it? Also, are you up to trying to disable sips?
