Yes, we should care more about what is on the inside rather than the outside
of a person. When we are in the world and going about our daily lives we
need to be perceptive to people's spirits rather than judge them by their
looks. That is because we are following Christ's example and by this same
token we ourselves need to be "christ" to those who are lost as well as our
fellow believers. Our thoughts should be Christ's thoughts of salvation
toward those who need him, not that they could never be saved because they
are wearing "that".
What the ladies are saying here about modesty is not that they are judging
others but that they want to please the Lord when He looks down at them.
They do not want to cause their dress to be inappropriate and cause someone,
saint or sinner, to sin or be drawn away from God. :o)
I do believe that God deals with each individually though, and what I may
deem modest may not be what someone else deems modest. That does not mean I
am in the wrong necessarily, it just means that each has a different, special
relationship with the Lord and He will address an issue when and if He sees
it is necessary. My job would be to make sure I am listening and obeying.
