My husband has this little hand held tool. He goes around the fence and
holds it near it (or maybe on it?... I will have to ask about that) and it
tells him where the problem is. He says it works best at night because you
can see it.

My son says he touches the fence and there is a grounding rod you stick in
the ground a bit. It has 5 or so lights. It is like a scale. It lets you
know if it is weak or strong right there. It has helped us find the problem
several times. Hope this helps.
