Within the garden plot fence off a small area for the 3 year old to dig in.  Much like a large play pen but with a dirt base !
For the infant, you use a sling type thing and tie the baby on your back.  Like in Asian countries.  Make certain to have a hat on both wee ones.  
There is also a nice hammock type baby seat that can be put in a tree.  I think someone on the list had one.  They are sold on ebay but they look rather easy to make provided the husband can cut out a wooden piece for the top part.
Back in the very old days, people tied their little ones to a tree with a long rope that allowed the child to play.  You would HAVE to keep a close eye on the child so they don't get tangled.  
We are often horrified at how things were done in the old days, but they did work.   I have seen babies sleeping in small hammocks in trees too, and wondered how they did not fall out but they didn't. 
My girls would play in a play pen at age three but not all children will.   They have some nice ones with tent tops so that the child can sleep in it without the sun getting to them.  So perhaps nap time would be a good time to garden and use such an item.
