Rubarb and Peonies

Hi all, I was wondering if anyone had any advice on transplanting rubarb and peonies? I have no idea how to go about doing it at all. Do you cut back the rhubarb first? What kind of soil should it be in? As far as the peonie bush, how big is too big to transplant, or can I do it off shoots or something? ANY advice would be appreciated! Thanks much!!
