Water bottles are of a different nature - I prefer to have someone take a little sip of water, rather than coughing or choking up several instances of throat clearing during a quiet time of meditation, a prayer, and etc.
Even when those affected get up and leave the service it is more disturbing than a quick sip of water.
Just a thought.
