Targeting 10.13 sdk on M1, Monterey 12.3

I don't know how long this problem has been around but a simple FB app (HandleEvents only) fails to build with Base SDK set to 10.13 on my M1 Mac:

CompileFiles() within CompileSource() returned error: 256
Compilation failed in TranslateAndBuild: CompileSource returned error: 256


Builds fine on an Intel Mac running Catalina 10.15.7 so I copied the 10.13 SDK from that Mac to the M1 but still fails. All other SDKs (10.9-10.12 and 10.14-12.3) work fine.
