What a coincidence

Since we were discussing societies using other planets as penal colonies, I thought that I would mention a short story I recently ran across called "Falling onto Mars" by Geoffrey A. Landis, a NASA Glenn engineer.
While I cannot recommend his work - it has very adult elements, it is a kind of parallel to the original EdenAgain storyline of dumping bad people on someone else's planet. The story can be found at http://www.analogsf.com/Hugos/Falling.shtml .
