Win10 Safe Mode issues

Trying to boot into Safe Mode, but can't. Both the Startup Options and Startup Repair options simply go to blank screens, requiring a hardware reboot. I have tried Googling the issue, but only find instructions on how to get into Startup Options and Startup repair, which I know…it's just not working.
