Win98 won't shut down...

Hey everybody,
I'm having an interesting problem. Win98 won't shut down, restart, or exit
to DOS. Nothing.

I've tried reloading Windows, and it still hangs. Even the CTRL-ALT-DEL
shutdown function doesn't work. Any ideas short of deleting Windows and/or
reformatting?
