If there is a buzz when the amp is on and nothing is plugged into it it
seems to me there might be something wrong with the amp's power section.
However if there is noise when the bass is plugged in you might want to look
for interference sources like computer monitors - those can cause hum even
in the best shielded basses.
I presume that you're getting a buzz as opposed to a hiss - SWR amps and
cabs are known to hiss more than other brands because of the tweeter that
they use. Have you tried turning off the tweeter in the cab?
Tube preamps can be more noisy than solid state ones, but not anywhere near
as noisy as yours seems to be!
