INSTRUCTIONS
Brown meat in a large skillet; pour off fat. Add tomato sauce,
sugar, salt and chili powder. Cover and simmer for about 20 minutes.
Preheat oven to 350 degrees. Meanwhile, cook noodles. Drain. Line
the bottom of a 9-by-13-inch casserole with a third of the noodles.
Mix sour cream, cream cheese and chives thoroughly. Spread 1/3 of
the cheese mixture over noodles. Top with 1/3 of the meat sauce.
Repeat each layer twice. Bake for 25 minutes or until mixture is
bubbly. Sprinkle with cheddar cheese and return to oven until cheese
