1. Heat broiler and broiler pan.
2. Combine mustard, garlic, pepper and tarragon in bowl. Spread half the
mixture on one side of steak. Broil steak, mustard side up, 4 inches from
heat source, 4 minutes. Turn meat over, spread with remaining mixture;
broil 3 minutes more for medium-rare. Combine bread crumbs and parsley; pat
evenly on meat. Broil 1 minute more. Let stand 5 minutes.
3. Slice steak thin, diagonally across the grain. Serve with sautéed
broccoli rabe, okra or broccoli, if desired.
