INSTRUCTIONS
In a small saucepan bring the water to a boil, stir in the zest, the oil,
the couscous, and salt and pepper to taste, and let the mixture stand,
covered, off the heat for 5 minutes. Fluff the couscous with a fork and
stir in the chives.
Serves 2.
