INSTRUCTIONS
Heat 2 teaspoons olive oil in heavy pot, saute onion, garlic, and green
pepper until tender. Add salt, pepper, sugar, oregano, bay leaf, black
beans, and water. Bring to boil. Add rice. Turn heat to low, simmer 1/2
hour. Add vinegar and wine. When ready to serve, stir in 1 teaspoon olive
oil. Serves 3 to 4.
