These recipes are from the back of Hershey's Butterscotch Chips packages.
You will not find them anymore, but, when the chips first came out, I
copied them off. The recipes on the back of the package these days is
different and, IMHO, not nearly as good.
Preheat oven to 375 degrees. Combine flour, baking powder, soda & salt.
Set aside. In large bowl, combine butter, brown sugar, eggs & water. Beat
until creamy. Gradually add flour mixture. Stir in oats, chips & orange
extract. Drop by slightly rounded measuring tablespoonfuls onto greased
cookie sheet. Bake 10-12 minutes. Cool on racks.
