INSTRUCTIONS
Combine butter, flour, salt and pepper. Stir over low heat until bubbly. Add milk; continue to stir until mixture is smooth and thick. Add remaining ingredients. Pour into 2-quart casserole. Bake at 400 for 20 minutes.
